This bill amends the civil service law to require subsidiaries of certain authorities and their employees to submit unresolved contract negotiations to binding arbitration. Specifically, it applies to the New York City Transit Authority, the Metropolitan Transportation Authority, and other upstate transportation authorities. If either party fails to designate a member to the arbitration panel, the board will appoint a member. Each party will bear the cost of its appointed member, and they will share the cost of the public member equally.
