The bill amends the vehicle and traffic law to prohibit individuals from soliciting donations on state highways in towns outside city or village boundaries, except for those soliciting on behalf of a fire company, voluntary ambulance service, or a tax-exempt organization. The restriction does not apply where prohibited by local law or ordinance. The act takes effect immediately.
