New York A08386 creates an ebony alert system to be activated for Black youth reported missing under unexplained or suspicious circumstances, at risk, developmentally disabled, or cognitively impaired, or who have been abducted. The division of criminal justice services, through the missing children clearinghouse and in consultation with the division of state police, will establish and maintain this system. It will provide prompt dissemination of information to the public regarding missing persons who meet the criteria.
