Allows reciprocity between New York State and New York City for minority and women-owned business enterprises.

This bill amends the executive law to allow the director of the division of minority and women's business development and the mayor of New York City to enter into a memorandum of understanding. This will enable reciprocity for businesses certified as minority and women-owned business enterprises.
