The bill authorizes the village of Nyack to discontinue the use of specific parklands for the construction of a restaurant. The village must dedicate an amount equal to or greater than the fair market value of the alienated parklands towards the acquisition of new parklands and/or capital improvements to existing park and recreational facilities. The discontinuance and alienation of the parklands will not occur until the village complies with any federal requirements pertaining to the alienation or conversion of parklands.
