New York A08091 amends the general municipal law to allow food purchase contracts to be awarded to bidders who meet certain values-based procurement standards. These standards include local economies, environmental resilience, racial equity, valued workforce, valued agricultural sector, animal welfare, and nutrition. Bidders must make supply chain data publicly available. The bid must not exceed the lowest responsible bidder's cost by more than 10%. The act takes effect immediately.
