This bill amends the education law to allow school districts to establish reserve funds for special services or programs, subject to approval by the board of education. The amount of the reserve fund cannot exceed 10% of the district's other reserve funds. The board of education determines the amount, term, and source of the reserve fund, and can authorize a one-time transfer from other protected reserves to initially fund it. Expenditures from this reserve fund do not require voter approval.
