Enacts the lead pipe replacement act to require the replacement of all lead service lines by November 1, 2037.

The lead pipe replacement act requires the replacement of all lead service lines by November 1, 2037. Covered water systems must offer to replace all portions of a lead service line at no direct charge to customers. If a customer refuses replacement after notice, the covered water system must replace the portion of the lead service line owned by the system at no charge to the customer. The department shall provide guidance to covered water systems and local health departments on implementing the provisions of this section. The act takes effect immediately.
