Expands eligibility for the State University of New York Optional Retirement Program (ORP/VDC) to new hires starting January 1, 2026.

This bill amends the civil service law to expand eligibility for the State University of New York Optional Retirement Program (ORP), also known as the Voluntary Defined Contribution Program (VDC). It allows any person hired on or after January 1, 2026, who would otherwise be eligible for membership in the New York State Teachers' Retirement System (NYSTRS) or the New York State and Local Retirement System (NYSLRS), to join the ORP/VDC.
