This bill authorizes Robin Garfinkle, the widow of Howard Mahler, to submit a retirement option election form on behalf of her deceased husband. Howard Mahler, who was employed by the Office of Alcoholism and Substance Abuse Services, died on December 23, 2014, before he could file for retirement. The bill specifies that the retirement date will be deemed to be December 22, 2014. Any ordinary death benefits paid will be deducted from the retirement benefit payable. The state of New York will bear a one-time past service cost of $1.38 million, payable on March 1, 2027.
