The bill mandates that adult changing tables be installed in enclosed restrooms or similar private facilities for persons with disabilities who need help with diapering at commercial places of public amusement and state-owned buildings open to the public. The commissioner of the office of general services may grant exemptions if installation is not feasible, would result in noncompliance with the Americans with Disabilities Act, exceeds $20,000, or would destroy the historic significance of a property. The bill applies to all public works bids and contracts solicited after its effective date.
