This bill amends the banking law to prohibit banking organizations and automated teller machines from imposing fees or surcharges for services related to electronic benefit transfer cards issued by the state or certain departments or agencies. The ban does not apply to national banks, federal savings banks, federal savings and loan associations, federal credit unions, or entities chartered or licensed by the United States. The prohibition takes effect 80 days after the bill becomes law and applies to contracts entered into on or after that date.
