Provides water utilities with access to funding for water quality infrastructure improvements.

This bill amends several laws to provide water utilities with access to water quality infrastructure improvement funding. It allows the environmental facilities corporation to provide state financial assistance payments to municipalities and water utilities for projects that replace or repair infrastructure or comply with environmental and public health laws. The bill also modifies the definition of "special franchise" to exclude certain water infrastructure improvements from being taxed. The act takes effect immediately.
