The bill enacts "Francesco's law" to establish violations for failure to safely store rifles, shotguns, and firearms in the presence of a minor or a prohibited person. It mandates that the office of gun violence prevention collect and analyze statistical and other information and data regarding injuries or deaths of minors resulting from failure to safely store a firearm, rifle, or shotgun. The law defines "prohibited person" as anyone prohibited from possessing a firearm, rifle, or shotgun under state or federal law, and "minor" as an individual under eighteen years of age.
