The bill establishes a managed long term care high acuity stabilization pool within the medical assistance program, up to $50 million for the 2026 fiscal year. This pool will support managed long term care plans that demonstrate high performance on quality measures and serve members with complex long term care needs or high service utilization. Payments from the pool are not to be incorporated into base premium rates and are limited to offsetting costs above a specified threshold. The commissioner of health will establish criteria and methodologies for the pool's administration.
