Scope 1 emissions are direct greenhouse gas emissions, scope 2 emissions are indirect emissions from consumed electricity, steam, heating, or cooling, and scope 3 emissions are indirect upstream and downstream emissions. The Department of Environmental Conservation will adopt regulations to implement this requirement, including the use of Greenhouse Gas Protocol standards.
