This bill amends the executive law to establish a rebuttable presumption for recertification of minority and women-owned business enterprises. If there is no change in ownership, capital contribution, or management since the last certification, and the new application is compliant, the previous certification is presumed valid. This presumption applies within 18 months of the certification expiration and the submission of a new application. The presumption expires upon the final determination of the new certification application.
