The bill repeals the New York state climate leadership and community protection act and establishes the nineteen member common sense energy council. The council will prepare and approve recommendations for achieving affordable and attainable statewide greenhouse gas reductions. The council will include members from various state agencies and offices. The council will also convene advisory panels on energy affordability, transportation, energy intensive and trade-exposed industries, land-use and local government, energy efficiency and construction costs, power generation, energy grid.
