The "county of Westchester public works investment act" enables the Westchester county department of public works and the Westchester county department of transportation to use design-build project delivery for authorized projects. Design-build contracts can be cost-plus not to exceed guaranteed maximum price or lump sum contracts. The act mandates that any contract include a clause requiring compliance with project labor agreements and labor standards.
