New York S08241 amends the public authorities law to create a state septic system replacement fund. This fund will reimburse property owners or their contracted septic system installers for up to 50% of eligible costs for enhanced septic system projects. An enhanced septic system project is defined as an onsite decentralized wastewater treatment system designed to reduce total nitrogen in treated effluent to 19 mg/l or significantly reduce environmental and public health impacts from phosphorous or per- and polyfluoroalkyl substances.
