This bill amends the state law and the state finance law to allow the state comptroller and commissioner of taxation and finance to place liens on federal property within New York if the federal government is found not in compliance with court decisions upholding congressionally approved spending. The state reserves jurisdiction over federal land leased or held in the state under such circumstances. The act takes effect immediately.
