This bill establishes a datacenter utility rate classification and provides congestion management incentives for upstate New York datacenters. It mandates that electric corporations operating within specified energy law sections must purchase 100% of their electric energy supply from renewable sources. The New York State Energy Research and Development Authority (NYSERDA) will develop and administer congestion management incentives, including targeted cost mitigation and local employment grants. These incentives are only available to datacenters in NYISO zones A through H and zone K.
