The bill amends the New York labor law to specify the applicability of the New York labor relations act. It excludes employees of employers who agree with the board that they are covered by the federal National Labor Relations Act or the Federal Railway Labor Act. It also excludes employees where the National Labor Relations Board has successfully asserted jurisdiction. For all other employees, the board must certify the exclusive bargaining representative of any bargaining unit previously certified by another state or federal agency.
