This bill amends the Retirement and Social Security Law to allow active members of the New York State Teachers' Retirement System or the New York State and Local Retirement System who participated in World Trade Center rescue, recovery, or cleanup operations but were not members of a New York state retirement system at the time to be eligible for disability benefits. The bill specifies that such members must have incurred a qualifying World Trade Center condition that was the natural and proximate result of an accident not caused by their own willful negligence.
