New York S07512 amends the environmental conservation law to require heating oil sold for use in any building in the state to be bioheating fuel. This fuel must contain minimum percentages of biodiesel and/or renewable hydrocarbon diesel. The law sets phased-in requirements, starting with at least five percent biodiesel and/or renewable hydrocarbon diesel from July 2022, increasing to at least fifty percent by July 2039. The governor can temporarily suspend these requirements if deemed necessary.
