The bill mandates that justices of the supreme court, county court judges, and court of claims judges, who regularly sit in criminal or mixed criminal-civil terms, visit the correctional facility with the highest population in their county within two years of their appointment or election and every two years thereafter. These judges must submit a report on the conditions of the facility, including the welfare of incarcerated individuals, healthcare, sanitary conditions, and disciplinary actions. This requirement is in addition to existing regulations.
