Establishes a new legal regulated rent for housing accommodations vacated after ten years of continuous tenancy or occupancy, subject to owner.

New York S06904 amends the administrative code and the emergency tenant protection act to set a new legal regulated rent for housing accommodations vacated after ten years of continuous tenancy or occupancy, provided the owner can demonstrate restoration. The new rent must be agreed upon by the owner and first tenant after restoration and reserved in a lease or rental agreement. The new rent cannot exceed the Section 8 voucher payment standard for units of the same size and zip code.
