The bill establishes a tax credit for recycling bivalve mollusk shells, up to $1,000 or 10 cents per pound, whichever is less. To qualify, the shells must be donated to an entity or organization permitted by the Department of Environmental Conservation for oyster reef restoration. The Department of Environmental Conservation is directed to promulgate necessary regulations for the verification and certification of shells returned for recycling. The credit applies to taxable years beginning on or after January 1, 2025.
