The bill establishes a Oneida county school milk pilot program, allowing public secondary, middle, and high schools in Oneida county to be reimbursed by the state for purchases of self-serve milk dispensers, bulk milk orders, and milk in shelf-stable aseptic carton packaging. The commissioner is required to study the program's impact on the milk carton shortage in the state and submit findings and recommendations to the governor and legislative leaders within a year of implementation. The act will take effect 90 days after becoming law and will expire one year later.
