Enacts the "access for all act" removing the requirement for in person attendance at public meetings by community boards in a city with a population.

Enacts the "access for all act" removing the requirement for in person attendance at public meetings by community boards in a city with a population of over one million. Community boards may conduct meetings through videoconferencing, provided other criteria are met. The act takes effect immediately but is deemed repealed with the repeal of section 103-a of the public officers law.
