Provides free hunting, fishing, and trapping licenses for World Trade Center rescue workers with permanent disabilities.

The bill amends the environmental conservation law to provide free hunting, fishing, and trapping licenses to residents who participated in the World Trade Center rescue, recovery, or cleanup and suffered a permanent disability. This benefit is in addition to other groups already entitled to free licenses, such as members of certain tribes, active military personnel, and blind residents. The change takes effect on September 1, 2026.
