New York S06530 amends the environmental conservation law to prohibit the Department of Environmental Conservation from issuing or authorizing any permits to new or expanding large concentrated animal feeding operations. The bill defines a large concentrated animal feeding operation as one that meets the regulatory definition in 6 NYCRR 750-1.2(a)(23). It also denies applicants for such operations the right to a public hearing in response to the denial of a permit application. The changes take effect 90 days after the bill becomes law.
