Enacts the "state taxpayer oversight and protection (STOP) act" to manage state payments for attorneys' fees.

The STOP act amends the public officers law to regulate the payment of attorneys' fees by the state. It prohibits the state from paying any attorneys' fees or expenses if incurred on behalf of an employee in any action brought by the employee against the state. The act also presumes that attorneys' fees are unreasonable if an individual hires or employs multiple law firms on the same matter, unless the employee can demonstrate the need for additional attorneys with distinct subject matter expertise. The state will not pay any attorneys' fees deemed unreasonable by the comptroller.
