New York S06423 amends the education law to allow the city school districts of Buffalo, Rochester, Syracuse, and Yonkers to provide transportation services for students in kindergarten through grade twelve who live more than one-half mile from their school. This transportation must be deemed necessary for safety reasons by the commissioner. Services are limited to travel to and from homes or before/after-school care locations and can extend up to fifteen miles. The school districts must report on the program's impact and costs by September 15, 2028. The act takes effect immediately.
