The bill creates the New York state council on mental health emergency and crisis response. The council will make recommendations on identifying best practices for responding to mental health crises, increasing training opportunities for mental health professionals, and improving diversion from hospitalization after a crisis response. The council will also identify the need for establishing mobile crisis outreach teams in each region of the state, and recommend public education and outreach on the benefits of these teams.
