The bill establishes distinctive "POW-MIA" license plates for motor vehicles and motorcycles in New York. It also creates the "POW-MIA awareness fund" to support POW-MIA public education and awareness campaigns and veteran services by Rolling Thunder New York chapters, subject to approval by the state director of veterans' services. The fund will receive moneys collected from the sale of these plates and any other appropriated funds. The plates will incur an additional annual service charge of $25.
