This bill establishes a moratorium on the adoption and implementation of certain local laws or ordinances, or certain rules or regulations, by a city with a population of one million or more, related to achieving certain reductions in greenhouse gas emissions. The moratorium expires 270 days after the adoption of a local law that reauthorizes, modifies, or repeals local law number 97 of the city of New York for the year 2019, as amended.
