These funds can be retained in excess of allowable costs, up to one percent of total allowable and reimbursable costs for the school year, with a cap of four percent of such costs for the school year. The retained funds cannot be recovered on reconciliation and must be carried forward as total reimbursable costs for calculating tuition rates.
