Enacts the "wireless broadband eligible facility permitting act" to provide for uniform regulation of certain wireless facilities.

The bill establishes a uniform process for municipal permitting of modifications to certain wireless facilities, exempting eligible facilities requests from municipal zoning laws. It defines "eligible facilities request" as modifications that do not substantially change the physical dimensions of existing towers or base stations, such as collocation of new transmission equipment or removal of transmission equipment.
