This bill amends the criminal procedure law to allow family members of crime victims and interested parties to make statements to parole board members. Such statements can be made orally or in writing and must be made separately from the personal interview between the parole board and the incarcerated individual. The bill also requires the board to provide toll-free telephone access for these parties. The bill further amends the executive law to require that the parole board consider certain factors when deciding whether to grant discretionary release on parole.
