Establishes the "state and local clean energy partnership" to create a standard New York state community choice aggregation program.

The bill enacts the "state and local clean energy partnership" to create a standard New York state community choice aggregation program. It directs the public service commission to establish this program for all utility service territories. The program allows eligible municipalities to enter into competitively-procured contracts with energy service companies to aggregate and broker the sale of electric and gas supply, and/or allocation of community distributed generation credits.
