This bill authorizes the establishment of permanent COVID-19 memorials in New York and creates a COVID-19 permanent memorial fund. Municipalities can apply for grants from this fund to help establish and maintain memorials. The final designs and locations of such memorials will be selected through a community-driven process, overseen by municipal parks departments and guided by the office of parks, recreation, and historic preservation. The fund will consist of moneys appropriated, grants, gifts, bequests, and transfers from other funds.
