New York State enacts legislation to authorize and direct the Department of Taxation and Finance to create and implement an online program. This program will enable all New York state taxpayers to prepare and electronically file their federal and state income tax returns free of charge, regardless of income level. The program must be available on the department's website within 180 days of the act's effective date. The act takes effect immediately.
