The state agency must provide this written explanation within 60 days of the request. Additionally, it extends the period for requesting a debriefing from 15 days to 30 days and the response time for the state agency from 15 days to 30 days. The opportunity for a debriefing and the availability of a written explanation must be stated in the solicitation.
