New York S05019 amends the executive law to allow the board of parole to grant an absolute discharge from presumptive release, parole, conditional release, or release to a period of post-release supervision to any person on unrevoked community supervision for at least three consecutive years. The discharge terminates the sentence if the board finds it in the best interests of society. The parolee or releasee must have made a good faith effort to comply with any restitution orders or fees imposed by a court. This act takes effect immediately.
