The bill amends the 2024 capital projects budget to allow competitive grants to include funding for safety and security projects at small businesses at risk of hate crimes or attacks. The grants can be used to purchase commodities, services, and technology through centralized contracts established by the Office of General Services. Recipients of such grants shall be deemed authorized users within the meaning of paragraph k of subdivision 1 of section 163 of the state finance law.
