Enacts the Kelsey Smith Act to require wireless service providers to provide call location information to law enforcement during an emergency.

The Kelsey Smith Act requires wireless service providers to disclose call location information to law enforcement agencies and public safety answering points during emergencies involving imminent risk of death or serious physical injury. Wireless service providers must provide their contact information to the New York state interoperable and emergency communication board. The act defines "wireless service provider," "location information," "wireless communications device," and "public safety answering point." The act takes effect immediately.
