Municipalities outside the city of New York will receive at least 36% of the difference between their expenditures and the base grant. The city of New York will receive at least 20% of this difference. Reimbursements are contingent on fringe benefit costs not exceeding 50% of eligible personnel services. The changes take effect immediately.
