The "shelter arrears eviction forestallment act" establishes a program to provide emergency assistance for rent or mortgage arrears, homeowners' association fees, legal fees, or late fees to prevent eviction. The Office of Temporary and Disability Assistance will allocate funds to social services districts with a population of five million or fewer. Payments will not exceed six months of arrears and will be made directly to landlords or property owners. The program will not replace or reduce other emergency assistance allocations.
