New York S04363 amends the state finance law and the general municipal law to mandate that any contractor who subcontracts or has a joint venture with minority and women-owned businesses on a public work project must report to the public owner and the Division of Minority and Women's Business Development if they cease their relationship with these businesses before project completion.
